Chandra Beasley Obituary

Chandra Yvette Beasley entered eternal rest on Wednesday, January 8, 2020.  She was born on June 7, 1974, in Decatur, Georgia to James Marshall, Sr. and Ruby Marshall.    Chandra is preceded in death by her younger brother James Marshall, Jr.

Chandra was born into a nurturing and loving family.  She was highly respected and truly loved by all who knew her.  Chandra was a proud graduate of the Class of 1992 from Brazosport High School in Freeport, Texas.  After high school, she continued her scholastic aspirations at Prairie View A&M University and obtained a degree in Bachelor of Science in 1998.  Prior to her graduation, she became a proud member of Alpha Kappa Alpha Sorority, Inc of the Zeta Gamma Chapter on November 8, 1998 at Prairie View A&M University.   Later, Chandra would receive a Master of Public Administration from American Military University.

Chandra was joined in marriage to her soulmate and best friend - Quincy for 21 years.  As a Navy wife, she supported her husband and accepted many roles as a navy ombudsmen and Officer wives’ club president.  In addition, she enjoyed being able to travel to various countries, experiencing new cultures, befriending new people, and enjoying the experiences with her family.  From this union and epic love, a beautiful daughter, Quiara, was born.  This would become her second greatest love.

For the past thirteen years at the Norfolk Community Service Board (CSB), Chandra excelled at the various positions held as a Case Manager III, Team Coordinator, Team Leader, Program Administrator, and Programs Manager. Through these positions, she was able to set the conditions for the Norfolk CSB to provide its citizens with quality services that instilled “hope and recovery”.  This “hope and recovery” motto would often be challenged. Chandra personally ensured Norfolk’s citizens received elite-care for its behavioral health and developmental disability clients, access to adequate facilities for its homeless population, life-saving services, and immediate family care support during the 2019 Virginia Beach shooting tragedy.  However, she would always be remembered as the leader that brought out the best in her staff through mentorship, innovation, and provided pathways to achieve greater accomplishments.

Chandra’s memory will be forever cherished by her loving husband Quincy Beasley; daughter, Quiara Beasley; parents Ruby and James Marshall; sister Shonda Marshall; parents-in-law Lorrine and Roland Beasley; and a host of aunts and uncles, cousins, and friends.

Active pallbearers will be Randy Robertson, Sr., Dedrick Thompson, Reginald Edwards, Michael Jackson, Tyrone Thanarse and Charles Lovelace, Jr.

Honorary pallbearers will be Kevin Smith, Randy Robertson, II, Don Marshall, Jr., Joshua Robertson, Andre Goldberg, Gerald Bonner, Jr., Cameron Celestine and Raymond Turner.
