Billye was born on December 8, 1945, in Bay City, TX to William and Dorthy Riggs.

 Billye Riggs Downing Pakenham-Walsh passed away on Sunday, June 21, 2026 in Lake Jackson, TX.

Billye was a member of The Daughters of the Republic of Texas, Brazoria Heritage Foundation, and Old Fort Velasco Historical Association. Billye was known for her award-winning photography. She enjoyed photography, playing Bridge, making pottery and jewelry.

 She was preceded in death by her parents, William Stewart Riggs, Jr and Dorothy Durwood Shaffer Riggs; husband, Samuel Pakenham-Walsh; former husband, Randall Scott Downing, and son, William Lee Downing.

She is survived by her twin sister, Dortha Riggs Pekar (Henry); sisters, Candy Rab (Robert), Becky Bailey, Susie Burger (Jimmy) and Eva Smith (Ron); brothers, William “Trey” Riggs III (Sheryl) and John Riggs (Denise); 2 grandchildren; 7 great-grandchildren and a host of other relatives and friends.

Family will receive friends Wednesday, July 22, 2026, at First Presbyterian Church of Brazoria beginning at 2:22 p.m. Memorial Service at 3 p.m. with Pastor Debbie Measels officiating.
